I think it depends. For me, the Lehigh Xtreme Penetrator makes more sense on pavement. On the other hand, my wife likes to take long hikes in the woods and mountains near our cabin. She hates carrying a 2+ pound .40, and her follow-up shots are slow. She loves carrying a S&W Sheild .380 EZ. So, hers is loaded with the Buffalo Bores, and she can sling them accurately and at a good pace. Her gun gets an average of an extra 46 fps over the Glock 42 with the Buffalo Bore.
