I don't know much about the ivory trade or the laws but it seems that if they would deregulate the sale of ivory, make it legal for import and dump all the ivory confiscated to date, on the open market, it would tank the price of ivory and make poaching for it less profitable. With the caveat that a large percentage of the proceeds would go to further anti poaching and wildlife conservation measures. Of course I'm just an outsider looking in, not understanding all the complexities of the situation.
