Each step covers and makes the next step possible.

When they show up for your AR you wont have any wiggle room. Once licensed you will be responsible for keeping up with that rifle.
You lose it in a fishing accident then you will responsible to report the incident and pay a heavy fine. Wont be any excuses accepted as they will have rules to close loopholes.

Maybe in MN. Not in most other states. Local cops live in the community. People know where they live. Their leadership has to be elected by actual local voters. I think what you will see is that LEOs in democratic majority states will vigorously enforce tyranny, and those in free states will resist, even to the point of local county sheriffs disarming feds operating in their AOs. We will have a patchwork of enforcement, similar to the situation with marijuana today. This is why I live in ID. Not many feds around here, and our political leadership will crap all over any kind of new gun laws, much less forced confiscation.
