Nixon was the first President to decline secret service protection after he resigned. Then law was passed if former presidents wanted secret service protection they had to pay for it. Then when President Obama was President he signed a bill that provided secret service protection free of charge for former presidents. But they can decline and hire their own security. I usually look this up, but I went off memory for this one..
