"Quid pro quo" has been the norm for every nickel the United States has ever provided in foreign aid to another country,......well,..with the exception of Israel, of course. That's extortion money,..but for every other nation, the foreign aid money is contingent on some sort of quid pro quo. ,...been that way forever.
