Long time ago my mother alluded to having an uncle who was a gambler and a card counter. My recollection was that he was not treated so well when he got found out... "know when to walk away... know when to run..."
As far as this guy not claiming two prizes. My gut says that he worked out a way to make the folks running the betting to look good in the public's eyes. So, they "save face" which is a big deal in Asian culture. Also would not be surprised if there was a little nepotism, or cronism, going on with regard to the charities that received money. May have created a venue for the folks running the betting establishment to up their salaries a little bit (a lot?) on the back end.
$16MM would buy a lot of favors in that part of the world. $118MM would buy a WHOLE LOT of favors... Seriously doubt that the unclaimed prizes were spurious or platonic... More like well planned Quid Pro Quo... As always, follow the money...
