Theres only ONE listed on gun broker for an astronomical price. Why are they so scarce? Recalled as unsafe?

The .17 HMR versions were recalled as unsafe. Not sure why the high prices they made a bunch of them not nearly as rare as the Ruger 10/22 magnums.
