I was in Richmond last month. The impression I got was anyone that could afford to leave DC or Baltimore move to VA.Was in two restaurants where I was the only non black. at the little seafood place a guy asked me if i was lost. Told him I was just trying to lighten things up, He laughed, but non of the others over hearing us did.

My sister worked in D.C many years ago. The D.C. area has many neighborhoods in Virginia and Maryland where whites who are employed in D.C. live.

"White Flight" has been Business as usual in D.C. for a long time.

The commuter trains which exist in the area were put in place specifically to transport white D.C. employees from their white enclaves to D.C.

At the end of the day, Caucasians evacuate D.C.

It's one reason why property values are so high in those residential areas that are within commuting distance of D.C.

Been here in SW Virginia for 56 years.
We live in one of the[very] few blue counties in the region.
The change came with the growth of Virginia Tech, this includes many non-native Virginians that are employed by VT and it's supporting operations along with a big push to get students registered to vote here instead of where their actual homes are[aprox 50% from out of state, mostly NE].
The county is extremely red with the exception of Blacksburg/VPI which now outnumbers us, a microcosm of Virginia with a few high population/growth areas-NOVA/Hampton which now control the state.

I worked in Loudoun for 19.5 years and the sprawl from Fairfax/D.C. has reached to Leesburg, but the west end of Loudoun is still trying to fight it. It is true that most people who live there now did not 20 years ago. You can definitely see certain areas of the county have gained larger minority populations. Sterling has a large Latino presence like South Riding/Stoneridge areas have a large Asian/Middle East presence, but the Caucasian presence is still the majority. Many people from New Jersey, California, New York, and Ohio have moved here to escape the higher taxes and lack of jobs. Don't assume everyone is a liberal who came here. One of the biggest conservatives I met was a man who grew up in New Jersey and went to school at UC Berkeley. I agree with what Travis said in one of his posts, most of the change is from "Caucasian people" who are liberal in thought who have moved here.
