Did Ruger ever make this? I have not found a tang safety with a 378 bolt face, but I haven't looked that hard either.

They might have and I didn't look too hard, either, but I bought the first Ruger bolt-action I noticed was available in .223, about thirty years ago. It was the 77 MK II.

No. The first 223 was introduced as the MkII.
