NH passed one about a year ago or so. They enforced it strictly for about 2 weeks, then dropped it. However if they do pull you over for something like speeding etc and you are on your phone, they will tack that on.
Was pretty stupid because NH already a distracted driver law the covered it.

I don’t know if Texas does or not. We do but it didn't stop people from texting and driving.

Yes. And I understand the theory behind it. But that said so many new cars basically have a smartphone built in a screen in the dash. How much less distracting is that? Quite a bit less. Throughout the entire call, your eyes don't have to leave the road.
We may know the time Ben Carson lied, but does anyone know the time Hillary Clinton told the truth?

That's not a lot different than the speed limit not keeping people from speeding, yellow lines not keeping them from passing, and owi laws not keeping them from drinking. Most folks have a "they won't catch me this time" attitude when it comes to driving.

I've seen studies showing that drivers using a cell phone are distracted enough so that their driving is impaired similarly to what it would be if their BAC was at the lower limit of a DUI.
