I don't usually chime in , I do this for a living. I would put a manometer on the pressure taps available...starting will the gas valve. I would also take a measurement of the flue gas , it should burn fairly clean. These appliances should not soot. Could be simply low on liquid in the tank , a small tank often won't produce enough vapour....especially in very cold temps.
