It helps ease the pressure on Japan"s medical system and brings our citizens home to a more secure environment. They are aware of the danger and likely think they can handle a couple hundred of known individuals without exposing the general population to the virus. If they let them back into the population without quarantine, well, that would be stupidity or malice.
