3M has always had friends in high places and they're one of the companies that helped convince the FCC to break up the Bell System. The break up wasn't because ATT was a monopoly but because companies like 3m wanted a piece of the pie.
I worked for ATT for 30 years (retired 1991) and the last job I had before I retired was in the outside plant construction department. One of my responsibilities was to order all the material for each project. We used mostly ATT equipment because of the high quality and longevity of everything they made. About 5 years after the Bell System was broken up we got an edict from top management to start using 3M equipment instead of ATT (if 3m made it). Most of the 3M equipment made was cheap junk made of thin sheet metal assembled with sheet metal screws and only slightly cheaper than ATT. The ATT equipment was mad of heavy gauge sheet metal that was welded. I started getting complaints from the construction and maintenance dept. about 3M's products.
We had big material distribution facility in Dallas that had most of what we needed. I ordered a big piece of equipment from Dallas and specified ATT but when it showed up it was 3M's version of this equipment I called the manager in Dallas and he told that even though the ATT equipment was listed as being available they didn't have any in stock and weren't allowed to order any ATT equipment. I found out that I could order this equipment straight from the ATT factory so I did. The construction people were real happy with it but somebody told the big boss that I had ordered direct from ATT and he almost fired me.
So if the government wants something you have, we’re ok with their forcing you to sell it to them at below market rate?

It's not surprising some companies don't put America First.

OP’s cut and paste said foreigners were high bidder. If your not high bidder then your aren’t offering market rate. I’d like to think that If I was 3M I’d have kept them here, but I don’t think that the government should be allowed to take anything without paying the going rate
Here's what needs to happen. Behind closed doors, Mike Roman is made "untouchable". Remove him from any/all corporate and non-profit boards upon which he sits. Private and exclusive clubs quietly non-renew his memberships. Golf clubs, ski resorts, etc ,etc, etc. Put him on the "No-Fly" list.
If he wants to prioritize Latin America, he can go run the business unit of some company down there, but, he cannot be allowed to run the premier division of a US based company.
He needs to be treated like Winthorpe at the Tennis Club from Trading Places.

The trouble with full market value is that some people have enough money to control a product worldwide. Should they determine fair market value? Should the government charge fair market value for the vaccination for covid 19? Who sets that price? Use your heads folks. Ed k

3M's CEO is scheduled to be on Fox & Friends this morning, according to a friend of mine who sells for 3M.

Keep in mind, 3M is a U.S. owned company doing manufacturing business inside China. However, Beijing took control over 3M and nationalized their manufacturing facilities. But Roman doesn’t want to admit what happened. Listen carefully at 03:00:

Does anyone realize the specialized fine fiber that makes the masks N-95 is made in Canada, one of the countries you are talking about stopping the export to.
