By the time us taxpayers get it paid back, it'll be the equivalent of 11,873.45 with penalties and interest. Its tax free. Are you sure? I am expecting to see a 1099 come next January. Government does not have its own money, it only has OUR money, yours and mine. The only place it can get the money it is going to give you is by taxing you harder to collect it.
Gov't cannot create value, so if government prints more money to give us, all it is doing is diluting the value of the money already in circulation .. aka "inflation." (Which means more $$ buys less value.)
If you take that check, you are going to pay back those dollars, plus some, and the dollars you have afterwards will buy less than they did before you got them. It is basic, basic economics. If the alternative is literally starving, then what you have to pay in the future doesn't matter much, you're over a barrel such that you have to survive now before long term consequences matter, but if you are in a position where you can get by without it, it is cheaper in the long run to not take that money.

I was thinking of a list the government would be happy to know I used the money on
1- Build a nice new AR rifle
2- Delete the emissions garbage off of my Powerstroke
3 - Buy a bunch of reloading components
I may give it to my daughter. She is 18 but lives at home, she graduates in May. She is saving to pay her way through college and was doing great. This stay at home stuff has caused her place of employment to close so she is the one in our family that is truly impacted and I am not sure she will get any money out of this. At a minimum I could keep it for use on her education
