Semi - Ruger 10/22, zillions of accessories for it so you can pimp it out any way you want. I've never had a Marlin 60 but I've heard nothing but good things about them.
Bolt - Same for the Tikka T1x. If I was starting over I think I'd start here.
Pump - You didn't mention it but take a look at the Remington 572, I love mine.

Buddy has a Ruger American, recently purchased. Shoots very good, almost as good as the Contender I have. His groups are about .05" larger than mine on average.

My 10/22 don't shoot all that good.

On the ammo side, when was the last time one saw Win Power Points in a store? Have about 8 bricks but not seen any on the shelf for about 6 years.

If people are going to suggest Cooper and Anshutz, I might rather go used classic American with a Winchester 52 Sporter or Remington 541S.

For target I went really old school. A BSA Martini MKIII. It's fun to keep shooting into the same hole at 50 yards. At 13+ pounds not a field rifle however. Depends on the use and money one wants to spend. Plenty of very good rifles out there.

For accuracy, CZ and Savage are hard to beat. Those two rule in 4-H shooting, anyway. For fun, I like Grandpa’s ol single shot or a Henry.

Had a CZ 455. Beautiful rifle, superb wood and workmanship all around. Then I bought a Ruger American when they came out. 20" barrel version. Better trigger than the CZ, more accurate and accurate with a wider variety of ammo, than the CZ. Already had Ruger 1022s and multiple magazines, same mags work in both rifles.

Sold the CZ for more than I paid for it. Learned to like synthetic stocks and matte metal finishes. The Ruger is D/T'd for scope bases, or use the standard dovetail system. I prefer bases, so mine has Burris Z rings.

Had a Marlin 39A. Also very accurate and fun to shoot, but the Ruger American is a lot lighter to tote. Once had over a dozen 22 rim fire rifles. Now down to a mere five or six.

Not new production, but I'd vote for:

Remington 513T
CZ 452
Marlin 39A

The 513T is a bench gun. I've never shot an Anschutz, but I'd like to.

If you want to spend some cash, check out Cooper.
