I have a Ruger Bisley that recently started having an issue. If you cock the hammer, but need to lower the hammer without firing, the hammer will stop about halfway down. It can be pushed a bit and then it will continue down. This does not happen if you fire the gun, only when letting the hammer down manually.

Any ideas?

Seems to be a safety issue.

Call Ruger they will most likely fix it.

Sounds like the transfer bar is /or has something wrong on with it.

Are you holding the trigger back as you lower the hammer? Try lowering the hammer with the gun pointing straight up.
