If the 25-06 is an elk killer, both of those are. Of course the 7 RM us proven over many years. Good bullets, good placement.
If they are elk killers they are deer killers.
Only the lawyers are big bear killers in the lower 48.

All comes down to bullet choice and shot placement.
Similar choices, similar results.
Given the fact that two similar animals, shot in similar places with
the exact same load, may react differently.

I never cared for a 7 mag. I’ve only shot my friends.
Love my 6.5 CM , it’s My favorite to shoot.
I’d go for the PRC
All of them do something better than the 30-06, but none of them do everything as well.

The 6.5 PRC case is a good design for 6.5 projectiles and if one was to want a 22-inch barreled alpine rifle it would be more suitable for carry than a 7mm Rem Mag which will require a minimum 24-inch. As far as long distance muscle the 7mm Rem Mag will come out on top. Interestingly the 6.5 PRC has a 62 gr H20 capacity, the old 6.5 Rem Mag has a 68 gr H20 capacity. The 6.5 Rem on a 3" WSM action platform would outperform the 6.5 PRC easily. That's about 9% more capacity for the Rem. Ackley was tickled pink to squeeze 4%-5% out of his conversions. Ballistic wise and due to case design the 6.5 Rem Mag with a 22" barrel will just about match the 264 Win Mag with 24" barrel. That's a lot of performance from a compact magnum, I might have to build one just for the hell of it, belt be damned.
