Im just curious as to whether or not these cities that are not enforcing laws and allowing riots that damage private property will be sued by insurance companies that are on the hook to pay for their insured owners damages. Seems that the cities are negligent in allowing this damage to occur. It would seem insurance companies would have the deep pockets to sue. Not sure if this is even practical, legal or possible.

Cities and police departments are under no legal obligation to protect life or property.

That responsibility falls to you.

But it does bring up interesting questions about "Taxation without representation", doesn't it?

Lot of insurance companies have weasel clauses to sidestep the civil unrest damages, etc.

Look for more of those on your next policies.

And those insurance companies that decide to pay out on the claims may decide the risk is too great in certain areas and bail out or jack up rates.

They did that in FL after Hurricane Wilma in '05 with property insurance. Bastard politicians let them do it. Should have been told, you don't want to write property insurance? Then, you don't get to write vehicle insurance. Would have stopped them in their tracks.
