An orbiting satellite that shoots steel tungsten rods at selected earthly targets. Looks much like a big cylinder with silos. Fixed it. Tungsten is 2-1/2 times denser than steel and melts at a temperature about 2-1/2 times greater than steel. That telephone pole rod of tungsten would be doing 30-36,000 FPS on impact. Even though it doesn't melt until it's over 6,000 degrees it is shielded in a ceramic coating. That coating not only shields it from heat but it makes it very slick so air drag doesn't slow it down as fast. If it exists, devastating on the nuclear weapon level.

Equals about 21 Mile tons of energy

It would also be impossible to deny. A "God's Rods" attack could instantly be traced back to a single orbiting source, and the national ownership of that craft known. They do track everything down to baseball size that's in orbit, you know, along with what it is and who put it there.
All you fantasy thinkers are so wrong. The X-37 is a research craft, and nothing else. It tests new technology like lubricants and sensors in long-term space exposure, with the most critical aspect being the ability to examine the test objects after safely landing. It would be useless as any kind of space weapon, precisely because its orbit is so well known and tracked. As I've said before, anyone who thinks otherwise knows absolutely nothing about orbital mechanics. Not to mention that pesky " non militarization of space " treaty. There is a treaty that prohibits nuclear and chemical weapons on space based platforms. Kinetic weapons do not come under that. Look it up if you don’t believe me. The 1967 "Space Treaty" repeatedly states that space is to be used for peaceful purposes, which many analysts interpret to mean "no militarization of space". Though you are correct in that only WMDs are explicitly prohibited. Still, every platform in space is tracked and identified as to origin. Any military activity sourced from orbit would be quickly identified and credited to the originating nation as an "Act of War". Nothing discrete about it. If these attacks were from the air, they were initiated by a Stealth aircraft with conventional, but possibly stealthy munitions. There have been many reports of American stealth aircraft over flying hostile nations without detection.
