As the title states.....picked up my first 99 recently and used the 2 piece weaver bases with burris signature zee rings to mount a leupold 2-8x vx3i.......unfortunately when bore siting it I ran out of windage adjustment. Any way to adjust the bases or rings i am missing? I see burris makes some inserts to help with this, but wondering if there are any other options with what I have.

The Burris offset inserts will correct this. I had a 358 F that had the same issue.
