Trump was starting to get under Biden's skin enough to prompt Biden to call him a liar. Biden outright refused to discuss son Hunter's role in Burisma and the windfall millions from the Russians. The comment about smart was priceless eliciting the response from the President reminding Biden that he could not remember which college he attended and finishing near the bottom of his law school class was another touche for Trump. Pointing out that Hunter had been dishonorably discharged from the army was another.
