It was said in the context of min wage. But what stood out for me, was that it was the head of the fed govt sayin the states had power, and should decide their own fate. I've never heard that before.

I’d heard there was a war long ago where some states felt the same way. Also heard the Federal government was never meant to be as big as it is.
