I think they're hedging their bets, slow walking what needs to be done just in case ole Sleepy Joe actually wins. They're in CYA, wait and see mode as are most Swampsters. Swampsters follow the power as bugs to a light. When they don't know where the power is gonna fall, they sit back and wait it out. Never take a position until after the fact.

HIs excuse for waiting, didn't want to appear wrapped up in a political process, influence an election, trying to look professional. Trying to be unlike Comey with his antics.

Wray, IMO, is another story. Don't think he can explain sitting on exculpatory evidence while the President twisted in the wind during 3 yrs of the impeachment farce. Trump won't forgive that, nor should he.
