Hodgdon does list data for the 180 FailSafe and the Speer BTSP. Do you have a chronograph? Looks like your max is going to be 80-82 grains determined by your rifle's specifics. If you don't have a chronograph, and are concerned about not being able to judge whether a top load is safe, give yourself some breathing room and stay at 78 or 79 grains.
It isn't a powder/bullet combo in a specific cartridge that matters, it is a powder/case/primer/bullet combo in YOUR SPECIFIC RIFLE. Start low and work up, and if you are unsure about things, give yourself a margin of safety.
