I also would go the DD route and consider the Burris FF 3-9x40 with Ballistic Plex.

Get a 3x9 or a 6x or even a 2x7 with the standard duplex and he is ready to go.
The rings and bases you have will do just fine.

A nice Christmas gift for your son. I have the exact rifle from 2010,(FN SC), with an older Burris 3-9x40 Fullfield. You might want to consider an Ernies spring to lighten the trigger a bit. Nothing wrong with the MOA trigger, but some have a rather heavy pull weight. The spring will lighten it a bit( by about a pound) and well worth the $11 in my opinion. SD

Nice gift rifle. If the receiver holes and barrel run true you'll probably be OK with the windage adjustable bases. It's a little ironic that the more you need the windage adjustment the weaker the system becomes.

if you want to set and forget I'll mirror alot of the other comments about fixed or low power Leupolds and Meoptas.
If you have some more budget, Swarovski z3 line has a super light 3-9x36 scope with a great #4 reticle. And Trijicon makes some bomb proof optics in their accupoint line. very bright, ultra simple reticles (I love the green triangle)

I have a couple of M70s in 30-06. One, a pre-64 and one a current FN made stainless sporter. The pre-64 has talley steel rings and bases and an old VXII 3-9x40. The new onenhas dual dovetails and an FX3 6x42. Both are good rifles.
