Most people are ignorant of the laws when it comes to shipping primers, and assume they can be shipped the same as loaded ammo, which they most certainly cannot. Unfortunately many people are blinded by $$$ right now with the potential for high prices for primers (esp gunbroker) when in fact VERY few to none of them have a legal way to get them to buyers.
You MUST have HAZMAT certification (and package them correctly in accordance with DOT and carrier regulations), you MUST pay the appropriate fees to the carrier, and they can ONLY ship UPS Ground or Fedex Ground, they cannot go USPS under any circumstances. This is why you are paying the extra $20-30 dollars in HAZMAT fees when you buy from a retailer.
If you ship primers illegally and they bring down a 747 (any package, even Ground, can end up on a plane unless it's specifically marked as HAZMAT), things aren't going to end up well for you, and you're going to wish you didn't trade a couple bucks for a handful of years in a federal prison...And guess what happens after that, oops, nobody, not even the people who are trained to, are allowed to ship reloading components anymore, which is why the firearms community should be calling out potentially illegal activities, since it will negatively affect all of us!
And yes, USPS, UPS, and Fedex have xray equipment to inspect packages, and Fedex and UPS can open your package at any time for any reason regardless (USPS can also open everything but First Class mail without a warrant, and First Class mail with a warrant).

49 CFR, 107.329 (a), a civil penalty can be levied up to $79,976 for each violation against a person who knowingly violates the Federal hazardous material transportation law, and up to $186,610 “if the violation results in death, serious illness, or severe injury to any person or substantial destruction of property.” And if this is not attention-getting enough, 49 CFR 107.333 states that there are also criminal penalties if a person “willfully violates” the regulations of up to five years in prison – and up to ten years in the event that “the release of a hazardous material … results in death or bodily injury to any person.”

i know its the law but it doesnt make sense on primers. i can understand the powder being shipped differently from loaded ammunition but how can you ship 1000's of rounds of loaded ammo with no HAZMAT and can't ship a box of 1000 primers without HAZMAT?

Ease of detonation and sympathetic detonation.
It is extremely unlikely that a loaded round will go off period, esp in normal commercial packaging, and if it does, it's less likely it will set off other rounds because of it.
It is much higher likelihood that a primer could be detonated on it's own (large, heavy, pointed object falls perfectly on the box containing the primers), and that one primer going off is more likely cause others to go off as well, possibly the entire package.
If a single round were to go off in a package of ammunition, it would likely be undiscovered until the recipient opens the package. If a primer goes off in a package, it may result in a fireball.
Frankly we should just be happy nobody has decided that ammo should be considered HAZMAT and require a fee and certification to ship...

As a pilot who has flown lots of cargo, I'm with Skeet! Did a Google search and didnt find one thing about primers or smokeless powder bring cargo plane down. Maybe that's by design, you know, because primers and smokeless powder are not allowed on airplanes. I sure hope you're not responsible for anyone's safety in whatever you do for work.
