I think this is a good sign. In that he wouldn't do what was needed and was quietly asked to put in his papers. If Trump was going to be out soon, why not drag your feet to protect as has been the current case. I heard on the radio this afternoon that a Judge had released the results of an inquiry/audit in Michigan I think that shows without a doubt that they manipulated the numbers and vote tally. He also said they should not have certified the results because of this. I just got home and haven't yet looked for any more specifics.
