I think that a gun tax like you’re laying out will be the first step towards Balkanization. There’s a few states that will tell the Feds to stick their tax and shortly thereafter, a whole bunch of people will move to that state for their position on gun ownership. Other states will see this and join the party. No man wins alone. Have to join up with Like minded people to not get squashed by the government.

You are right on. If ever there was a textbook case of this, the Boer war clearly makes your case, a bunch of farmers with elected leaders jerked the chain of the British Empire for 2 1/2 years.
1st Boer war they didn't look to ordinary farmers with natural ability for leadership, Kruger who was part of the triumvirate had military exp. starting from his teens in the Dutch colony... He was a veldkornet, which was recognized (even by the British) as an official military officer appointment... Such positions also had official police and judicial powers in the community and they also commanded local militia forces when not at war.
One can speculate about his natural ability, but he was elected leader of the Boer in the fight against the British largely based on his official mil. rank / prior experience in such role.

What states would those be ? I was stopped by state troopers here just a few years ago with a rifle right next to me stuck muzzle down between the split bench seats. Trooper never said a word about it until after he checked my license and registration. Then he asked if I'd had any luck hunting. We chatted a bit about that and I was on my way. He never said a thing about the rifle, though it was in plain sight the whole time.

I’ve been wondering what the prefatory phrase in 2A that says, “A well Regulated Militia, being necessary to the security of a free state,” means to people. I interpret it to be just an introduction to, “the right to keep and bear arms shall not be infringed” and does not refer to the operation of any militia, government sponsored or otherwise.

Where I live back before the civil war just about every parish had a militia. The Tirailleurs was the name of the one in my parish. They were "back up" for the lawmen and such in case of a slave revolt or something. When civil war came most of the militia enlisted and saw battle. My great , great grandpa was one of the Tirailleurs ( sharpshooter , rifleman , skirmisher. He was wounded but survived.
Militia has for some millenia referred to an 'armed private force'.
Early Rome for centuries used its militia citizens (and militia of its allies) for war, coz there was no standing Roman army in existence,.{ ie; you went to war with your own arms and equipment , then you went home to your normal citizen life, until you were required for the next conflict} . - British empire employed its militia force subjects in various conflicts...{ ie; in the British colonies militia settlers would come out and support British garrison servicemen either locally or in distance foreign lands.} and be commanded by British officers.

That's a pretty broad statement to make about someone you will never know. Or are you projecting your own actions on the rest of us? Some of us here have the line in the sand drawn and it has not been crossed. Not because we're cowards but because we are trusting in our Constitution. The Founders did the same with the Brits. They tried every means possible to assure freedom other than bloodshed because they knew too well the high price with that. We believe in what they did and how they did it. That's why smart people aren't out there shooting right now. We know history and heard when Jefferson said that those who forget history are condemned to repeat it. Someday we may have to take up arms and fight but it's not today. God help us to pick that day wisely.

A per gun tax will not survive a Supreme Court challenge. This type of tax is easily distinguishable from the Obamacare tax. In the Obamacare opinion the court relied on the fact that the tax was income based and also small in comparison to the cost of insurance or healthcare and therefore not a penalty. Healthcare also isn’t a constitutional right. The conservative justices have more than enough room to distinguish the two.

Well regulated = reasonable level proficiency/ so as to be in an effective shape to fight.
Before societies had regular standing armies proficiency of militia forces improved /evolved as experience was gained through armed conflicts - resulting in some very effective paramilitary.
