If that was secret service (plain clothes) or any other fed LE for that matter, they much different use of force policies then then non fed LE's. Too many unknowns to make even a fair stab at the "why" of that incident. It is not known what or who he had behind him in that room to protect. But, that is a big factor. We may never know all that went into that use of force. Notice that after that female was shot, not one person attempted to go through that window? It was heart warming to see that even with the shock and grief of that moment, the rioters were able to continue to film while the victim laid there, Bottom line is that without many of the facts being known, she would not be dead if she had stayed out of that building!
