Of course we do. Rights aren't rights until they are exercised, and if the government is telling people the what and the how, those aren't rights, they are privileges.
What's funny is that people call it the right to vote, but no such right exists. Voting is a privilege granted to American citizens in good standing with the law and meeting certain other requirements, such as age and registration. By conflating voting with a right, they have made the same restrictions on voting apply to actual rights, like the right to own and possess weapons of war.
