Reminds me of the Star Trek episode "Patterns of Force", when a Federation sociologist originally sent there to study the society implemented Nazism to install order to the chaotic society.
By the time the Enterprise crew arrived, he was old, sick, and drugged, and his second in command was running the show. When this guy gave a speech, he was actually propped up with a microphone hiding his mouth, and prerecorded parts of his older speeches were spliced together to give the appearance he was still in charge.
