That it about as nuts as you can get!! Why? As Bry posted, honest people ain't gonna mess with it anyway, and the mere presence of a lock will keep some from trying to mess with it. Those determined would defeat the lock even if it did something. So it deters those on the fence without having to keep track of a key.

Thieves are usually lazy and not too bright. Most of them will see the lock and move on for an "easy" grab.
There is no way to coexist no matter how many bumper stickers there are on Subaru bumpers!

Might be the size of the lock prevents the clevis pin from rotating. Yes. seen this a bunch,, its just missing a pc of chain wrapped around the upper bar,,that will prevent the pin from turning in the shackle when locked,,
