I am planning a custom car. The guy is starting with an AMC AMX which weighs about 3,500 pounds.
It will have an automatic transmission. What engine setup is good for thirty miles per gallon at 65MPH and do about 13 flat in the quarter mile? Can't be done. You'll never get that acceleration and that weight with that mileage. 2 of 3 is possible, but not all 3. Cheapest way to go that fast is to give up 2 wheels and get a sport bike, smartest choice is to slow the hell down. IMHO. Tom Yep

Ahhh yes, the fabled Unicorn engine.
You can get one but not the other.

the old saying : "If you have to ask what kind of gas mileage you get....you can't afford it."
Build what pleases you and accept the thumbs up from people who admire your ride. Saving a few bucks at the pump isn't worth the effort.

Never heard of a custom build car for mileage. Always for performance.

How about a custom build for trolling?

Why not just put a prius drive train in an old gremlin. Might cost a lot but imagine the resale value.

The 2.3 liter Ecoboost crate engine from Ford Performance and the right transmission and rear gear will likely do it.

Either Dewalt.....or 4bt on 100psi.
I would not buy something that runs on any kind of primer given the possibility of primer shortages and even regulations. In fact, why not buy a flintlock? Really. Rocks aren't going away anytime soon.

I think you could do it with a super or turbo charged Camry engine like the Lotus uses. Or a tuned 2.7 EB

Thanks, guys, for responses and some encouragement.
I just sold three acres. After expenses like realtor fees and other things I have $150,000 to play with. First is a carbon barrel and stock attached to a titanium action and trigger tec trigger. On top of that will be a March 2 1/2-25X52. That leaves at least $144,000 to play with. First priority is performance; mileage is priority one A. I added five hundred pounds for sound deadener, way better seats and a very good audio system.
My wife looked at a photo of one and was instantly discusted. She said, "That looks like a dick! I hate it!" "Do you remember the other car I like? You know, the Henry J?" "That is just as bad. No. I don't like either."
She wants a Subaru Outback. Sometimes a guy has to do what a guy has to do.

Dammit man, ya' sound like the lotto winners that went broke from buying ninja swords & velvet Elvis paintings.
The rifle sounds cool & legit. The AMX, like others have said. A pipe dream.
An AMX restomod would be awesome, corner & accelerate like a late model Vette or Shelby, but with a body that pre '71 less than 20K were built & could stand out in the muscle car crowd. Just forget about the 30mpg BS.

gunzo,
You are about to make a sale. You're making good sense. Be happy to spend your money, but gettin older here & feel compelled to interject some weird thing to me; logic. A classic body on modern suspension with a nasty motor, capable of a cross country trip is alluring.

Put the $$ in a pile in the back yard, douse with accelerant and toss a match on it. At least you won’t be wasting the money AND the time.
