Probably due to the fact that Remington owned Marlin and they went under, so no one was able to replenish stock.
Did you try reaching out to Ruger? Since Ruger bought Marlin I would think they have all of Marlins part inventory.

Ruger said that they can't assist in any marlin parts at this time and contact a local gunsmith.

I just replaced the bullseye on my 1953 336RC in .32 WS. Used blue painters tape like others have mentioned and filed/sanded to contour.

There's a gentleman on the Marlin Owners Group that sells em. Two for $6 shipped. Each bullseye is long enough to cut in half and make two.
