Sell it and buy one with a better trigger. That has been my strategy for 15 years.

It's a poor design and there is no foolproof method to lessen it. Most often people end with a slam fire situation when tackling them.
The sear mating surfaces can be polished but if any serious amount of metal is removed it can become unsafe in short order.
A good gunsmith might be able to help some but getting to 4# is a tall order.

Yep. Clean it. Very lightly polish, removing no metal.. Lightly lubricate. Buy snapcaps and fire it a few hundred times.

I have found that there is a lot of variation in 99 triggers.
Some are just awful, some are OK and I actually have some that are pretty good. All of the 99's I currently own have decent triggers. I can just not tolerate a bad trigger, just like some people can just not tolerate a poor bore, etc., etc.
We all have our hot buttons and a bad trigger is mine.

Life is full of temptations. Sometimes you just have to turn your head the other way and go.
