Because I have not seen any partitions or X bullets in .20 or .17 caliber. Ross Seyfried did some testing with the 60 grain .22 partition and got something on the order of 20 inches of penetration. That stands up alongside a .338 partition. The only thing left then is to put the hole in the right place, it's not a question of the bullet not digging deep enough.

I can't think of a .17 bullet that I'd want to use outside of possibly head shots. In .20, hornady made a good 45 grain soft point that dug a bit better than varmint bullets. I have a few boxes left ... would be interested in trying one on a deer under controlled conditions to see how it works.
