They are practicing and they will get better. Ammo's too expensive for them to get adequate practice, hence the low kill ratio. I think we desperately need congress to enact ammo subsidies for gang bangers so they can improve their marksmanship. It's probably racist that they don't have enough ammo, reparations are needed.
