I have a Handi-Rifle and I recommend it if you are looking for a bargain. They are inexpensive, accurate, interchangeable and I like the single shot break action. If you want to spend a little more and get a bolt action, the Savage package guns are bargains as well. You can't put other barrels on the Savage like you can the NEF however.

The 223 is well known and is used with a variety of bullet weights. The 223 is a military round and comes in many makes and models. I prefer the bolt action rifle with the twist rate to shoot the lighter weight bullets. The 40 to 52grain bullet is ideal for varmint hunting. For longer range shooting with the 223 a faster twist rate and a heavy bullet will work well in the 223 cartridge.

Personally I would go for a Remington 700. I have to admit though, a friend has a Howa that shoots very well and I kind of like it's looks. The price is good for what you get too.

Cheapest usable .223 are the single shot H&R varmint rifles at $200.
Best .223 for the money is Savage 10FP with 20" barrel which is available for near $400. But you will need to replace the trigger for about $100.

You can buy the Howa with a varmint weight barrel in stainless steel for under 490 and you won't need a replacement triger. Their triger is easy to adjust.

As for a single shot I have a Encore stainless 223 barrel that shoots under 1/2" groups @100 yards, but my favorite Rifle for out of the box accuracy is the Ruger 223 Varmiter.
