He has inserted himself into the nuclear clearance procedures (so Trump would not have been able to launch a nuclear war), and I am betting that, behind the lines, he is changing the procedures to be able to control the military (after all, he is the "highest ranking military member") and as a Biden A**kisser, in perfect position to order the military to wage war against the "white supremacists" in the US. Wouldn't surprise me one bit.
