Remember the Montreal Protocol 25 years ago that was going to stop the Ozone Hole in the atmosphere. You know, the treaty that cost our economy hundreds of billions and increased the cost of refrigerant by 400%? Remember it was necessary to switch in order to stop the deadly Ozone Hole that was going to be the end of mankind? The ozone hole alert was amazingly in concert with Dupont's patent on freon expiring. They were about to lose a lot of business with the free market about to kick in.

All the big name HVAC manufacturers, Trane, Carrier, York, etc., pushed for that treaty big time so they could sell new HVAC units, Chillers and Refrigeration Units.

The ozone hole wasn't discovered until 1985. They saw that it opened in the winter and panicked without having any idea whether it's been doing that for 1000's of years or if was something new. Science at it's worst. Of course it wasn't intended to be scientific. It was intended for a few companies to make a vast amount of money.
