Who funds things like this? I can only assume that it's funded by the National Endowment for the Arts. IOW, tax money. Some of the pure crap that they fund under the name of 'art' is a disgrace. It's about $150 mill out of our pockets every year.

If you had read the link, you'd know that the wind sculpture is in England and it's only 10 feet tall. So not one dime of your tax money went into it.
You are correct in your outrage that any tax money is spent on useless stuff like dubious "art" however.

You are correct in your outrage that any tax money is spent on useless stuff like dubious "art" however. If you read the whole article it says Award-winning architects Mike Tonkin and Anna Liu are the brains behind this gorgeous sound sculpture. In 2007, the Singing Ringing Tree won the National Award of the Royal Institute of British Architects (RIBA) for architectural excellence. And in March 2017 a second Singing Ringing Tree was built on the outskirts of Austin, Texas in the USA. This was constructed in the rural area of a small town known as Manor.
