Best state for public land mule deer with best tag drawing odds?
Don't much care about trophy class animals just a good opportunity to spend some time with my boy and see some deer.

Wyoming and Colorado, you'll need some PP to draw a good tag though.
Some licenses can be drawn with 0 PP in Wyoming.

Idaho has a lot of hunts with OTC tags. However, the units that are known for the really big bucks are usually draw and the odds are low.

Lot of units in CO that take 0 or 1 point for nonresidents. You will need to figure out what part of the state you want to hunt first and what season.The Feb issue of Colorado Outdoors has the pref points required in it.
If you want to forgo a tag your self. The 2nd draw gives precedence to youth under 17.If you put in together he will be treated as an adult
