Bought and installed the entire ice maker assembly for my fridge/freezer. Job was very easy. I have a issue now where the arm won’t fully lower, very little. The unit is brand new and came with no directions. If the arm won’t lower it won’t turn on. Currently it is installed, plugged in, with arm up and so far it’s useless.

Just sell the place and move to Cape Coral.
Try your odds with a new frig.

Might try a search on internet for installation 'tips' / instructions on your particular model and brand of fridge and ice maker.

May or may not be the problem in your case but sometimes manufacturers put some kind of 'locking' device on certain parts to prevent damage during shipping but must be removed before use. Friend almost ruined a brand new washing machine once installing it himself when he didn't know bolts that secured tub to frame during shipping must be removed first before use.

Bout that ice maker...

They are driven by a small servo motor.
My guess is a bad/damaged connection on the male or female half of the multi-pin plug you used when you installed it.

Chase the wiring harness down to underneath the frig, there is likely another multi-pin plug down there that my not be tight or not plugged in at all.

Agreed - seems there's a YouTube video for just about anything. It helped me through replacing the icemaker on our fridge a year or so ago, and again recently on de-icing the freezer cooling fan. We we're read to spend a chunk of change on a new unit and the repairs we're pretty simple.

Might not be the icemaker but rather the controls. use to be analog controls that controlled the different cycles and timers for heating the tray, the arm that breaks the cubes loose and pushes them out, controls the solenoid that refills the water and level. Now they are all controlled by computer chips. Might be the waterline solenoid faults the whole system if not working.
