The video explains that something fishy is going on like it did two years ago. Cars near these homes were melting while trees next to them were unburnt. According to the Peggy Hall, it was not windy, yet it spread through the neighborhood.

Yes indeed. Here is a report about So. Cal Edison Co. stating they have had "circuit activity" near the fire's origin. I'm not sure what they mean by "circuit activity," but I do know that electrical sparks in super dry areas, brush, Manzanita, scrub oak, etc., can result in huge fires.
