Capping abandoned wells is not a bad thing.
Forcing taxpayers to pay for it is, as well as this bonding reform idea.
I suspect companies with workover rigs are happy.

There is usually a reason why a well is capped and abandoned and it’s usually because it doesn’t or didn’t produce.
If an area or old well has any chance of future production in almost every situation someone holds the lease. Even if they don’t do anything with it for years.
