On April 8, a 15-year-old girl was trafficked from a Dallas Maverick game. She went to the restroom and never returned. After she did not return to her seat, her father immediately notified both Dallas police in the arena and arena security staff. She was not found by the end of the game and her father was instructed to go home. Dallas police never opened an investigation into her disappearance, despite multiple family requests. 3 days after her disappearance, a missing teenager bulletin was issued.
The family sought a nonprofit handling Texas trafficking cases called the Texas Counter-Trafficking Initiative (TXCTI) to help them locate their daughter. The organization was able to track down explicit images of the victim on a prostitution website out of Oklahoma City.
11 days after the game, she was found in an Oklahoma City hotel. Oklahoma City police arrested 8 people, a mixture of males and females. Charges include rape, offering to engage in prostitution, human trafficking and distribution of child pornography. Names and photos of the individuals arrested are available in the foxnews story.
To call this a failure of both the Dallas police department and the arena staff hosting the Dallas Mavericks is an understatement.

Depends on the depts policy. The ncic regs are set by the Feds. If there's an audit and too many violations are found they could pull the department's ncic credentials. Meaning they couldn't run any suspect through ncic (for wants/warrants), enter vehicles, persons, property, etc.
If they requested a report and one wasn't filed - that could be actionable. I would sue the crap out of them on principle alone even if it wasn't actionable.

The NBA is a pit. I went to a Kansas City game as part of weekend entertainment in the middle of a two week training session. That was probably 30 years ago. I used to think police were someone you could go to when you needed help and they would help you. Over the years my impression has changed 180*. Most, not all, but most law enforcement people I have observed seem to have a chip on their shoulder and are looking to arrest someone to assert their dominance and make up for the inconvenience of having to answer a call. One site that admittingly doesn't look legit, is saying the now 16-year-old girl is missing again... having walked away from a treatment center. This is I guess some 7 months later. Another site is saying that the man charged with being one of those in the video cam footage with the girl came back with a grand jury verdict of not enough evidence to prosecute. What ever happened, sounds like Dallas PD followed their standing rules. That being, that most of these cases between the ages of 15 to 17 are considered runaways and that complaint should be filed at home... so maybe rather than blaming the police, maybe it would be better to blame the City Council.

Cartagena was cleared by a grand jury for the kidnapping and forced prostitution of this underage girl. The DA’s office did NOT ask for an indictment when presenting their case. The Dallas DA is John Cruezot - you can see him on an internet search - he has an established history of failing to pursue prosecutions.
Cartagena has one prior conviction for a 2016 case of promotion of prostitution of a person under the age of 18, a second-degree felony. A 2015 Harris County (Houston) case of compelling prostitution of an underage person was dismissed.
