Without pictures of how bad the finish is, I'd guess $500-800. For context, I recently bought a new unfired 5" 27-3, the Registered Magnum model of 1985, for $1100.

At the Tulsa Gun Show the prices for 28’s & 27’s we’re all over the map. I did find a 28 that was in prestige condition for $800. I also found them for up to $1,300 - but none better than the $800 one. The 27’s were a bit higher. I think you could get a pretty decent for $1,000. But some were much higher. The condition didn’t necessarily correlate with price.
I prefer classic. Semper Fi I used to run with the hare. Now I'm envious of the tortoise and I do my own stunts but rarely intentionally

About a year ago, a local pawnshop had a cherry 6" M-28 for $900. I was tempted, at $100 less, but he didn't budge, and someone else bought it. I thought they were kinda nuts at the time, but his prices are quite normal, he ain't stupid, but not unreasonable, either. I have no idea what a used M-27 goes for these days, but I've seen new ones (Hillary-holes) going for $995.

Without seeing it, I would say a solid $900 based on your description.......the 5" and 3.5" barrels seem to be more rare and higher-priced.....

If you are seeing Model 27's in pristine condition for $900, please PM me the gun shop phone number.
