That is far too late to prevent the killing.
Severe & swift punishment is warmed over SSDD bullshit that does nothing to save a life.

Evil will always find a way.

Swift and harsh punishment does have a real deterrent effect though, aside from the punishment and sense of justice to survivors.

Our country has become too soft in this regard.
