Government can create a shortage immediately just by announcing there’s a shortage and bingo, it triggers hoarding. It’s called market manipulation.

Torch the food processing plants now to drive up food prices and curtail supply, then rolling blackouts this summer to spoil everything you have in the freezer to offset the unavailability of food at grocery stores. It's kinda hard to fight FedGov on an empty stomach.....

It’s called “contextual data.” In a vacuum that list looks bad, and it may be, but no conclusions can be drawn from the information in the form it was presented. For instance, I work for a company with around 20 locations in the US alone and within just our site there’s a fire or release almost daily. Now, we don’t have the kind of events that prevent product going out the door more than maybe once a year, but if I handed you a list and you didn’t ask the right questions, by withholding that context I can manipulate your conclusions. This is precisely why the press cannot be trusted.
