I read the article. With such a high student failure rate you might consider changing the teaching methods instead of the grading methods. The failure seems to be as much of an indictment of the education system as it is some of the students (and parents).

It’s perfect actually. The students can blame the system for not making them go to school and learn.
The teachers can blame the system for allowing this.
The parent cand blame everybody. No responsibility from anyone. What can go wrong?
